Antique Brass Bell Pull, looks like

This brass contraption looks suspiciously like a bell pull. Indeed if it was originally intended for something it could be the perfect example of upcycling, recycling or some other type of cycling. It has a number of puzzling features that seemingly have nothing to do with the universe of bellpullingness, like the ability to lock it in the the open (or closed ) position Check out the images to see if you can figure it out. Solid brass.
